일리노이 대학의 학생이던 Michael Hart는 당시 메인 프레임 컴퓨터인 Xerox Sigma V를 사용할 수 있었는데, 친절했던 컴퓨터 관리자에 의해서 원하는 만큼 컴퓨터를 사용할 수 있었다. Hart는 이 권리를 이용해서 대중(public)에게 이로운 일을 하는 것이 좋겠다고 생각하고는 가장 많이 사용된다고 생각되며, 저작권이 정리된 책 10,000권을 20세기가 끝날때까지 e-book형태로 만들어 두는 것을 생각하였다. 이를 기반으로 미국독립선언서가 가장 먼저 기록되었고, 이후 이 작업은 꾸준히 진행되어 왔다.

웹사이트는 1994년에 시작되어 현재까지 이어지고 있으며, 이 사이트를 통해서 사용가능한 ebook을 살펴볼 수 있도록 하였다. Gutenberg의 [http]Credit 페이지를 보면 이 웹사이트는 수 많은 "올해의 사이트"상을 수상하였다고 한다.

2009년 현재, 약 30,000 정도의 책을 Gutenberg를 통해서 읽을 수 있다고 한다.

Project Gutenberg, abbreviated as PG, is a volunteer effort to digitize and archive cultural works, to "encourage the creation and distribution of eBooks." Founded in 1971 by Michael S. Hart, it is the oldest digital library. Most of the items in its collection are the full texts of public domain books. The project tries to make these as free as possible, in long-lasting, open formats that can be used on almost any computer. As of March 2009, Project Gutenberg claimed over 28,000 items in its collection. Project Gutenberg is affiliated with many projects that are independent organizations which share the same ideals, and have been given permission to use the Project Gutenberg trademark (from WikiPedia:Project_Gutenberg).

Project Gutenberg was started by Michael Hart in 1971 with the digitization of the United States Declaration of Independence. Hart, a student at the University of Illinois, obtained access to a Xerox Sigma V mainframe computer in the university's Materials Research Lab. Through friendly operators, he received an account with a virtually unlimited amount of computer time; its value at that time has since been variously estimated at $100,000 or $100,000,000.4 Hart has said he wanted to "give back" this gift by doing something that could be considered to be of great value. His initial goal was to make the 10,000 most consulted books available to the public at little or no charge, and to do so by the end of the 20th century.
